County Administrator
Our County Administrator, Robert C. Middaugh, Jr.,
has been an Assistant City Manager for the City of Miami Beach, Florida since 2001 and brings over 34 years of public service, local government leadership and fiscal management experience to James City County. He succeeds County Administrator Sandy Wanner who retired August 1.
The Strategic Management Plan was adopted by the Board of Supervisors on June 24, 1998. The plan outlines the critical areas to be addressed during the next two years to meet the needs of our citizens. The 
County's mission, vision, values, goals and outcomes were developed collaboratively by the Board of Supervisors, citizens and staff. The Plan focuses on improving processes, enhancing service delivery, preserving natural resources and improving the quality of life for our citizens. Objectives and resource requirements reflect our priorities. The Strategic Management Plan* is aligned with the FY 2011-2012 Adopted Budget.
