Please remember that beginning March 1, 2012 section 103.2 of the USBC requires that all permit applications be reviewed and inspected under the 2009 Virginia Uniform Statewide Building Code.

Effective October 24: Please note that before accepting applications for building permits, County staff will verify that all real estate taxes owed for the subject properties have been paid in full in accordance with Section 24-24. The certification can be completed by staff while you wait. If it is found that real estate taxes have not been paid, the application will not be accepted. If you are unsure if your payments are up-to-date, please contact the County Treasurer at 757-253-6705. Energy Code Compliance Procedures

Please be aware that because of new requirements in the 2009 Virginia Energy Conservation Code (VECC), as of March 1, 2009 the following changes will take place in our residential plan review and inspection procedures:

At the time of permit application for a new home the following information must be submitted on a form which will be available from Building Safety:

 

A statement of the intended method of compliance with the HVAC duct sealing inspection required by section 403.2.2 of the VECC.  You must:

Either perform a Post-construction or Rough-in Duct tightness test (duct blaster)

This must be performed by approved qualified individuals, testing agencies, or contractors.

This test is not required if all ductwork is located in conditioned space.

Or:  Schedule a visual inspection with Building Safety for the ductwork prior to wrapping with insulation.

This may be performed at the Mechanical rough-in inspection.

Duct insulation will be inspected at the time of the building insulation inspection.

A statement of the intended method of compliance with the Building envelope air tightness inspection required by section 402.4.2 of the VECC.  You must:

Either perform a Blower door test per section 402.4.2.1 of the VECC

This test must be performed by an approved third party agency per Building Safety written policy.

Prescriptive requirements such as the R-value of required insulation and U-value of fenestration would still need to be verified by a Building Safety insulation inspection.

Siding may be installed without a visual inspection of the air barrier.

Or:  Schedule a visual inspection with Building Safety for the air barrier and penetrations prior to installing siding.

This may be performed either with the air barrier inspection or scheduled at a later time, however all trade inspections must be passed before the insulation inspection is scheduled.
