General Information

Good morning. There are 84 new inspections for today and five  left from yesterday. Joe Basilone, LD Kemp, Wayne Metheny, and Joyce Lawrie are out today. Laura Kirkpatrick will be in the office for plan review. This will be a moderately heavy workload, given the number of people out.

Have a nice day and a safe 4th of July holiday.

The new edition of the code, which became effective May 1, 2008, requires R-38 insulation in the attic or overhead. If your job was permitted before that, you will only be required to have R-30.

The 2006 Uniform Statewide Building Code, USBC, has been posted to the Virginia Building Officials and Code Administrators (VBCOA) web page. You can follow the download instructions for copying these files to your computer. Please note that the USBC is in large part an administrative document that adopts and references the International Codes and the National Electrical Code. This new edition of the USBC took effect on May 1, 2008.  Thanks to the staff at DHCD for providing this information. Go to http://www.vbcoa.org

If the permit for your project was issued on or after May 1, 2008, it is probable that it will fall under the new edition of the Codes. The energy conservation aspect of these codes requires R-38 in the overhead. R-13 in the walls and R-19 in the floors continues to be acceptable.

PLUMBERS PLEASE NOTE: Section P3002.2.1 of the IRC has been amended by the new USBC to require tracer wire for sewer lines discharging to public systems.

The most significant electrical code change we are are aware of is a change to the National Electrical Code that requires grounding the electrical service panel to the reinforcing abar in the footing "where reinforcing steel is present."  One of the pieces of the rebar, connected to the rest of the rebar, must come out of the top of the footing in an indoor location that will be accessible during the remainder of the job.

This piece of rebar must be spliced to the other rebar in the footing using normal steel tiewires.  The rebar must be connected  to the electrical service panel by a Minimum No. 4 Copper attached with an approved ground clamp.  The inspection for this must be done at the time of the footing inspection.

If you have questions about this, please contact one of the Electrical Inspectors at 253-6620.
