Housing Programs
Affordable Housing Incentive
Offers a variety of moderately priced homes for first time buyers. The home buyers may qualify for special low interest rate mortgages and down payment assistance:
Single family, duplex, cluster and town homes are available in various areas throughout the County.
General qualifications include meeting income and debt ratio guidelines and having a good credit history. Priority is given to households who live or work in James City County.
Indoor Plumbing/Housing Rehabilitation
Federal, state and local funds provide loans and grants to qualified low and moderate income homeowners to repair and improve their homes. Installation of indoor plumbing, connection to public water and sewer where available, and repair of failed well and septic systems are emphasized.
Community Development Block Grants
Major community revitalization projects are undertaken in targeted County neighborhoods. Homeowners are assisted with rehabilitating their homes, vacant housing is renovated or demolished, families are relocated from unsafe, unsanitary or overcrowded homes, and new housing may be developed.
Emergency Home Repair
Grants are available to qualified low income individuals for unexpected, emergency home repairs. Program funds may also be used to adapt homes for handicapped accessibility.
Rental Tax Credit
Provides state tax credits to landlords who offer rental property at reduced rates to elderly or handicapped individuals.
Rental Assistance Program (Sec 8)
This program provides ongoing assistance with rental payments for qualified low income households. Participants lease privately owned single family homes, town homes, apartments, and manufactured homes. There is a waiting list for this program.
Homebuyers' Seminars
In conjunction with local lending institutions, the office sponsors and conducts seminars educating prospective homebuyers about the purchase process and credit requirements.
