Juvenile Petitions - 07/18/02

 

The James City County Fire Marshal’s office will be seeking juvenile petitions today against 5 teenage males for criminal charges related to the throwing of chemical bombs at a home on July 12th.  The juveniles are ages 17, 17, 16, 15 15.  One of the juveniles does live in the Ford's Colony subdivision.  The charges to be filed against all five are:

 

  • 2 Counts of Manufacture and use of an Explosive Device.  Code of Virginia 18.2-85.
  • 2 Counts of Malicious Bodily Injury by means of a Caustic Substance.  Code of Virginia 18.2-52.
  • 2 Counts of Damaging Property.  Code of Virginia 18.2-137.
  • One of the juveniles will be charged with throwing a bomb at a Dwelling.  Code of Virginia 18.2-79.

On Friday, July 12 at 10:18 the James City County 911 Center received a call from 126 Links of Leith in the Ford's Colony subdivision reporting an explosion.  Ford's Colony Security and James City County Police Responded.  James City County Fire Marshals were called to the scene to investigate.

 

One “Bottle Bomb” had exploded each at 124 and 126 Links of Leith.  Both devices had been thrown at the front doors of the residences.  Occupants at both homes described the first explosion (124) as sounding like a cherry bomb.  The second device struck the front door of 126, but failed to explode.  The occupant of 126 opened the door and picked up te device lying on the front porch.  The device then exploded in the occupant’s hand.  Liquid from the device hit the occupant in the face and eyes.  Paramedics on the scene treated the occupant on the scene.  The injured resident was 52 year old Glenn Davis.

 

Both devices were constructed of 20 ounce plastic beverage containers.  Bottle or Chemical bombs are most commonly made using aluminum foil and some type of drain cleaner.  Other possible options include bleach, sugar, and water.  The chemical reaction produces both heat and pressure, the contents are usually caustic.  The information on building this type of device is readily available on the Internet.
