JAMES CITY COUNTY - For the fourth consecutive year, the James City Service Authority (JCSA) has been awarded a Department of Environmental Quality Source Water Protection Grant for JCSA's Cap It program. Cap It educates County residents about the dangers of open wells and provides funding to properly abandon wells at no cost to the well owner. Using the grant monies and its own funds, the JCSA abandoned thirty-seven private wells in 2004, bringing the total of abandoned wells to one-hundred and thirty-two since Cap It's launch in 2002. Funding in 2005 should allow the JCSA to abandon approximately thirty-five more wells.
