Unique from the time it was opened in 1995, the James River Community Center was one of the few concurrent use facilities in the nation. It was built attached to the James River Elementary School and operates during and after school hours. Cost of construction was $2.2 million along with $5.24 million for the school. Patron fees to access the center are fairly nominal and youth are free in acknowledgement of the income levels of the surrounding community. Because of spatial relationship with the school it operates under a separate cooperative use agreement and incorporates additional measures to ensure security and separation during the school day. School activities get the benefit of having an enlarged gymnasium which they can access for classes and assemblies and the Center can use for its activities after school along with additional spaces in the school, such as the cafeteria and stage.
