Stormwater BMP Inspections, Maintenance and Education

As rainwater falls on the ground and runs across the surface as stormwater, it collects and gathers what ever it meets as it flows towards our waterways. Leaves and grass clippings, pet waste, litter, lawn fertilizers, pesticides and more wash into our streams by stormwater. Virtually all new development in James City County includes facilities known as “best management practices” or BMPs, to treat the stormwater and minimize the negative effects on our waterways.
These BMPs need periodic maintenance to ensure that they function as designed and to prolong their effectiveness. Responsibility for this maintenance is assigned to the BMP owner(s) through a Declaration of Covenants for Inspection/Maintenance. In order to assist BMP owners with understanding the maintenance needs of their BMP, The Board of Supervisors has authorized several programs designed to assist owners in this responsibility.
BMP Construction Inspections – The Stormwater Division carries out periodic inspections of BMPs during construction in order to ensure that the facilities are built as designed and that construction practices meet James City County standards. BMPs that are properly built, with appropriate design and construction standards will perform better and last longer. By ensuring that BMP construction is in accordance with the approved construction plans, the Stormwater Division is doing its part to make sure that BMPs are in the best possible condition once the owners take over responsibility.
BMP Maintenance – The Stormwater Division is inventorying BMPs throughout the County to identify potential problems in order to provide technical assistance to the BMP owners. This effort is needed to track on-going maintenance efforts and to identify future BMP maintenance needs, Countywide.
