Due Dates - The billing cycle for the James City County Stormwater Service Fee has two due dates during the year; December 5 and June 5.
Fees are collected by the Treasurer at the rate established in Chapter 18A of the Code of James City County. At this time, the rate is $4.90 per month for every 3,235 square feet of hardened surface, also known as 1 ERU (equivalent residential unit). Each single-family residential building is assessed 1 ERU, or $58.80 per year. Non-single family residential units are assessed a specific number of ERUs based on the specific amount of hardened surface present on the lot.

"My Stormwater Service Fee is Wrong"
If you believe that your stormwater service fee is incorrect, you have several options. You may:
- Submit a completed Stormwater Service Fee Review Request Form and supporting documentation by either faxing or sending it by regular mail to the Stormwater Division. This is the fastest way to begin the fee review process.
- Call the Stormwater Division at (757) 259-1460 and provide your contact and parcel information.
- Email the Stormwater Division at stormwater@james-city.va.us and state that you have a billing problem and where.
If you use Options 2 or 3, the Stormwater Division will send you, within 7 days, an aerial photo map of your parcel with the information we used for calculating your bill. You must then return to the Division your completed Stormwater Service Fee Review Request Form. We regret that you are unable to fill out the Fee Review Request Form over the phone or from email. We must receive the completed form from the owner or the owner’s authorized agent. We will not begin processing your review request until we receive a completed Stormwater Service Fee Review Request Form, with supporting information. Please contact the Stormwater Division if you have any further questions on this process.
Fiscal Year - The billing cycle for the fee is on a fiscal year basis. This means that instead of the regular calendar year (January through December), the bills are based from July 1 through June 30 of every year. Therefore, the first half bill of a fiscal year is due December 5, and covers July 1 through December 31. The second half bill of the fiscal year is due June 5, and covers January 1 through June 30.
Credit Program - Non-single family residential properties may qualify for a reduction in the total fee. Contact the Stormwater Division for assistance in determining possible credits.
